Would you please obtain the covering authori-

-ty of H.E. the Governor for the payment of Mr. Heathcote as a highor grade clerk in this Department from the 1st. November, pending the sanction of the Secretary of State.

The Director of Colonial Audit informed me when I was in England that he had obtained the necessary sanction.
